The placement of the letters is such that it cannot be easily spotted until one is fully engaged with the urinal, forcing the viewer to consider them until they are finished. Considering that St. Louis Park is extremely heavily white, this placement is most likely intended to reach out to people who don't generally consider Black Lives Matter in a position where it isn't easy to disengage or think about something else.
