In the background we see street art related to Philando Castile, a 32-year-old black man who was shot and killed during a traffic stop. This picture comes from the Philando Castile memorial garden, located in Falcon Heights MN . The shooting of Philando Castile in 2016 has a direct effect on public opinion and activist mobilization in the death of George Floyd in 2020. Those who mourn Philando are taking time in his memorial space to demand the 3 other officers be arrested. As of June 17th 2020, all 4 officers involved in the death of George Floyd have been charged, so this sign must have been placed before June 3rd; when officers Tao, Kueng, and Lane were charged and officer Chauvin's charges were upgraded to 2nd degree murder.
